Rule clarifications:
Bank Manager checks how many cards you have in hand after you have played it. If it was the last card in your hand you would draw 5 Cards.
If you have 4 cards in hand you only draw one Card.
Bank Manager’s ability has to do with the ability you find on the player mat that says you can use 3 Coins to pay for 1 stamina. This card change that ability so you only have to pay 2 Coins instead.
